In early August, the member states of the ISA overwhelmingly elected a new secretary-General, Letitia Carvalho, by a vote of 79-34. This vote gives her a clear mandate for change, from someone who has considerable experience in environmental issues and oceanography. It is ultimately up to the member states to decide if the ISA should even allow deep-sea mining (DSM), and if so, under what circumstances.
