Defining a blue bond seems simple enough on the surface – it is a debt instrument that raises capital for marine and ocean-based projects with positive environmental benefits, according to the World Bank.
But the challenge lies in assessing what makes a blue bond distinct from more established instruments on the market, given that many could have dropped the 'blue' label entirely and replaced it with the 'green' label instead.
